SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON MAY 28, 2025

The following are the highlights of the Borough Council’s meeting held on May 28, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

MOTORCYCLE SAFETY AWARENESS MONTH: Mayor Whitman presented a proclamation noting that June is motorcycle awareness month.

SHADE TREE COMMISSION: Tom Werner was appointed to fulfill an unexpired term on the Shade Tree Commission from June 1, 2025 to December 31, 2027.

SPECIAL EVENTS: The following special events were granted approval:

                Walk a Mile in Her Shoes to be held on Friday, August 8, 2025 with a new route at Moul Field

                Trick-or-Treat Night to be held on Tuesday, October 28, 2025

                Halloween Parade to be held on Thursday, October 30, 2025

DISPOSITION OF RECORDS: Approval was granted for Resolution No. 1438  for the disposition of records according to the Pennsylvania Historical & Museum Commission Municipal Records Manual.

JANITORIAL SERVICES FOR 33 FREDERICK STREET ADMINISTRATION BUILDING: Approval was granted to award the contract for janitorial services at 33 Frederick Street to Coverall Cleaning, Lancaster, PA, as the successful bidder per bid specifications.

TIME EXTENSION FOR PLAN REVIEW & APPROVAL: Council accepted the offer of time extension for plan review and approval from Hemenway Partners Limited Partnership for the Centennial Court Preliminary / Final Subdivision and Land Development Plan until July 31, 2025.

CENTENNIAL COURT PLAN APPROVAL: Approval was granted for Resolution No. 1440 for Centennial Court Preliminary/Final Subdivision and Land Development Plan for the consolidation of lots and the construction of eight (8) garden court apartment units with site improvements.

POLICE HIRING LIST: Approval was granted to direct the Civil Service Commission to certify a hiring list for police officers.

AFSCME BLUE SIDE LETTER: Approval was granted for the AFSCME Blue Side Letter Agreement regarding employees’ Commercial Driver’s License (CDL) Repayment Terms.

CONDITIONAL USE APPLICATION EXTENSION: Confirmation was acknowledged from applicant North Ridge Associates on agreement for extension of time until June 18, 2025 for the continuance of the Conditional Use Public Hearing at 6:00PM in the Hanover Borough Council Chambers.

CREDIT REQUESTS: Approval was granted for one-time only sewer billing credit requests for leaks that did not enter into the sewer system and have since been repaired for 126 High Street in the amount of $598.36 and for 244 Locust Street in the amount of $186.02.

EMPLOYEE ETHICS POLICY: Approval was granted for the addendum of the Employee Ethics Policy to the Employee Handbook.

AMENDMENT TO SALARY RESOLUTIONS: Approval was granted for Resolution No. 1439 to amend salaries for library, wastewater and facilities positions.

PA DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP): Approval was granted for the Water Supply Permit Renewal, Option No. 2 (long-term biological monitoring study), per May 19, 2025 memo from the Department of Planning and Engineering.

BAER AVENUE PARK PAVILION: Approval was granted for a proposed fundraising solicitation letter and to authorize its distribution by Borough Council and staff to local businesses, organizations, and community members for a pavilion at Baer Avenue park and for funding to improve other parks; and for Resolution No. 1441, authorizing a grant application to the People, Parks, and Community Foundation for funding of a pavilion to be placed at Baer Avenue Park.
