Summary of Borough of Hanover Council Meeting Held on March 25, 2026
The following are the highlights of the Borough Council’s meeting held on March 25, 2026. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
SPECIAL EVENT PERMITS: The following special event permits were approved:
- Lager Fest on Saturday, May 9, 2026
- Memorial Day Parade on Monday, May 25, 2026
- Walk a Mile in Her Shoes on Friday, August 7, 2026
- 30th Annual Hanover Chili Cook Off on Sunday, September 6, 2026
LITIGATION SETTLEMENT AGREEMENT: Approval was granted for the Litigation Settlement Agreement with J.A. Myers Building, Inc.
TUITION REIMBURSEMENT: Approval was granted for a tuition reimbursement request for Sergeant Joshua Brady in the amount of $873.00.
WATER MAIN EXTENSION AGREEMENTS: Approval was granted for water main extension agreements for the following:
- Devener Landing (Penn Township) – 118 Single Family Residences
- Mustang Pointe (Penn Township) – 180 Single Family Residences
WATER CAPACITY AGREEMENT: Approval was granted for Footer Street (Penn Township) for 2 Single Family Residential service connections.
LBS SLUICE GATE REPLACEMENT PROJECT: Approval was granted for the Susquehanna River Basin Commission (SRBC) Consumptive Use Grant Contract Supplement.
YORK COUNTY DROUGHT WATCH: Approval was granted to authorize initiation of Tier 1 of the Drought Contingency Plan for voluntary water reductions.
PRELIMINARY / FINAL LAND DEVELOPMENT PLAN: Approval was granted for Resolution No. 1462 for Preliminary / Final Land Development Plan for “Aiello’s Rentals, LLC” proposed professional offices / apartment building at 118 Frederick Street.
DRUG AND ALCOHOL-FREE WORKPLACE POLICY: Approval was granted for the Drug and Alcohol-Free Workplace Policy for Borough Employees.
POLICE DEPARTMENT HIRING PROCESS: Approval was granted to direct Civil Service Commission to:
- Authorize the Police Department to hold independent police officer hiring examinations in the spring of 2026.
- Establish a hiring eligibility list from the spring 2026 independent police hiring examination.
- Establish a lateral entry directive to the Police Department for Act 120 certified police officers.
APPOINTMENTS AND REAPPOINTMENTS: Approval was granted to reappoint Austin Graham (incumbent) and appoint Anne Baker to the Public Works, Facilities and Enhancement Committee as Citizen Advisors for one-year unfulfilled term and a two-year term, respectively.
FOOD TRUCKS AND MOBILE FOOD VENDING ORDINANCE: Approval was granted to adopt Ordinance No. 2386 adding Chapter 371 entitled MOBILE FOOD PREPARATION VEHICLE,
ESTABLISHING REGULATIONS WITH RESPECT TO MOBILE FOOD VENDING to the Borough Code.
EMERGENCY SERVICE PROVIDER COST REIMBURSEMENT ORDINANCE: Authorization was granted to advertise an Ordinance of the Hanover Borough Emergency Service Provider Cost Reimbursement.
