Summary of Borough of Hanover Council Meeting Held on January 22, 2025

The following are the highlights of the Borough Council’s January meeting held on January 22, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
 
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
PROCLAMATION: Dr. Rupp read the proclamation Poverty Awareness Month and presented it to Robin Rohrbaugh, President and CEO of the York County Progress Council.
 
TAX LEINS AND EXONERATIONS: Approval was granted to ratify the action of the proper officers of the Borough in approving real estate tax lien filings by the Hanover Borough Tax Collector Holly Liska and exonerating her from further efforts to collect the aforesaid taxes including Real Estate Taxes listed on the “Return of Uncollected Real Estate Interim Taxes for the year 2023”, “Return of Uncollected Real Estate Full Taxes for the year 2024”, and “Return of Uncollected Real Estate Interim Taxes for the year 2024”.
 
2025 TAX WARRANT: Approval was granted to charge Tax Collector Holly Liska with the collection of 2025 Real Estate Taxes and authorizing the issuance of Tax Warrants for the payment of 0.95% commission on the collection of each tax bill collected.
 
ADMINISTRATIVE APPOINTMENTS: Approval was granted to appoint Lisa Graham Herrick as Zoning Hearing Board Secretary and Kara Ellison as Assistant Borough Secretary.
 
AMENDMENT OF MISCELLANEOUS FEES: Approval was granted to change paid parking meter time periods from 8:30AM – 8:30PM to 8:30AM – 6:00PM.
 
LIBRARY BOARD APPOINTMENTS: Approval was granted to appoint Amy Ehrhart as Library Association Appointee and Scott Roland as Mayor’s Library Appointee for three-year terms.
 
33 FREDERICK SPONSORSHIP: Approval was granted for the five-year sponsorship from CommunityAid for the Community Kitchen at 33 Frederick Street in the amount of $20,000.
 
2025 FIELD USE AGREEMENTS: Approval was granted for the use of Borough fields to Hanover Diamond Sports (Good Field and Myers Field) and Southwest Outlaws (Good Field and Moul Field) for April – October 2025.
 
DESIGNATION OF CODE OFFICIAL PURSUANT TO 2018 IPMC: Approval was granted for Resolution No. 1428 to designate Chief Code Enforcement Officer Christopher Miller as the Code Official Pursuant to 2018 IPMC.
 
CDBG CONTRACT AMENDMENT: Approval was granted to amend the Community Development Block Grant (CDBG) for the West Hanover Street Park Improvements by a reduction of the amount from $5,000 to $0.00.
 
CENTENNIAL COURT FINAL SUBDIVISION PLAN: Approval was granted to accept the offer for a 90-day time extension for plan approval from March 3, 2025 to June 1, 2025.
 
TAKE HOME VEHICLE POLICY: Approval was granted for the policy designating the list of positions authorized to take home Borough-owned vehicles.
 
BELLVIEW STREET VACATION: Approval was granted for the Bellview Street Vacation Agreement and to authorize advertisement of the Ordinance.
 
SPECIAL EVENT PERMITS: Approval was granted for the Defeat MSA 5K Run to be held on March 29, 2025 with minimal impact on Borough streets.
 
RENAME WEST HANOVER STREET PARK: Approval was granted for Resolution No. 1429 renaming West Hanover Street Park to Union Park.
 
BUILDING CONSTRUCTION CHANGE ORDER: Approval was granted for construction change order updates:

  1. Change Order #19 for $14,306.00 for roofing repairs
  2. Change Order #27 for $2,611.00 for extension of low wall on west side of Council Chamber along ramp
  3. Change Order #30 for $2,002.00 to provide power for low voltage pathway for fire alarm system
  4. Change Order #31 for $1,630.00 to provide vestibule access for MEP systems
