Summary of Borough Council Actions & Announcements

The following are the highlights of the Borough Council’s meeting held on March 26, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agenda and Minutes”.
 
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
PLANNING COMMISSION VACANCIES: Approval was granted to appoint John Contestabile to the Planning Commission to fulfill an unexpired term until 12/31/26 and Anne Baker to the same to fulfill an unexpired term until 12/31/25.
 
SPECIAL EVENTS: Approval was granted for the following events:
Aldus Home Brew & Sauce Boss, April 26, 2025, SE Quadrant Closure
Hanover Chili Cookoff, August 31, 2025, Moul Field
Snack Town Fall Fest, September 20, 2025, Moul Field
Hanover Pride 2025, October 11, 2025, Moul Field
 
RESOLUTION FOR DISPOSITION OF RECORDS: Approval was granted for Resolution No. 1431 for the disposition of records.
 
HAY HARVEST BID: Approval was granted to award the Hay Harvesting Bid for the Watershed Area to high bidder, Alwine Dairy, LLC, East Berlin, PA in the amount of $19,500 for two (2) years, conditioned upon provision of all appropriate documentation and execution of agreements.
 
SEWER CREDITS: Approval was granted for the following credits for leaks that did not enter the sewer system and have since been repaired:
Sewer credit in the amount of $265.00 for Justin Fairall, LLC, 112 Locust Street
Sewer credit in the amount of $387.86 for William Bowman, 334 E. Walnut Street
Sewer credit in the amount of $572.24 for Paul Hull, 136 Baltimore Street
 
FIREWORKS CONTRACT: Approval was granted for the contract with Bixler Pyrotechnics for fireworks displays July 4, 2025, 2026, and 2027 in the amount of $15,000 per year.
 
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING: Approval was granted for Resolution No. 1434 for $300,000 grant funding for 2024, 2025, and 2026 for sidewalk and curbing replacement on West Hanover Street between York Street and Baltimore Street.
 
PRELIMINARY / FINAL LAND DEVELOPMENT PLAN: Approval was granted for Resolution No. 1432 for 141 East Hanover Street Preliminary / Final Subdivision Plan.
 
CHANGE ORDERS FOR 33 FREDERICK STREET BUILDING CONSTRUCTION: Approval was granted for the following change orders:

  1. Change Order #34 in the amount of $2,772.00 for replacement / repair of masonry wall in sprinkler room
  2. Change Order #37 in the amount of $974.00 for installation of junction box in lobby
  3. Change Order #40 in the amount of ($6,060.00) credit for re-use of existing HVAC wiring harnesses
  4. Change Order #42 in the amount of $492.00 for additional “rack-to-runway” kit in IT room
  5. Change Order #43 in the amount of $ $1,792.00 for installation of coax cable for three (3) rooftop antennas.
 
YORK COUNTY UNIFORM CONSTRUCTION CODE BOARD OF APPEALS: Approval was granted for Resolution No. 1433 to adjust the criteria for membership of the Board.
