BOROUGH OF HANOVER SEEKS QUALIFIED VOLUNTEERS FOR STORMWATER AUTHORITY

Hanover, Pa. — The Borough of Hanover is seeking dedicated and qualified residents of the Borough to serve as members of its Stormwater Authority. This board plays a vital role in guiding the Borough’s stormwater management programs—overseeing planning, funding, and implementation efforts that protect water quality, reduce flooding, and maintain critical public infrastructure.

 

The Borough aims to establish a proactive and technically proficient Authority that can effectively address complex environmental and infrastructure challenges while promoting sustainable and fiscally responsible management practices.

 

Commitment and Attendance

Members are required to attend all meetings in person; virtual participation is not currently available. The Stormwater Authority typically meets in the evening on the second Thursday of each month, with meetings generally held every other month (approximately six per year). During times of increased administrative or planning activity, monthly meetings may be scheduled.

 

Residency and Appointment Policy

In accordance with the Borough’s Policy on Appointments and Reappointments to Public Bodies (adopted March 2022), Borough Council strives to:

  • Provide opportunities for residents who have not previously served.
  • Encourage diversity in membership with respect to residency, age, sex, ethnicity, and race.
  • Balance new and experienced members on each board or commission.
  • Appoint members with relevant professional experience whenever possible.

 

Desired Professional Experience

While a stormwater-specific background is not required, the Borough encourages applications from individuals with experience or expertise in the following areas:

Technical and Environmental Fields

  • Stormwater management, NPDES permit compliance, MS4 requirements, watershed planning, and runoff control best practices.
  • Civil or environmental engineering related to public infrastructure design, construction, or maintenance.
  • Environmental regulation and compliance, particularly with state and federal water quality laws.
  • Flood control, hazard mitigation, and capital improvement planning for public safety.

Project and Financial Management

  • Capital project planning and implementation, including consultant and quality management.
  • Financial and capital budgeting, especially within large-scale public works or utility systems.
  • Public administration or utility operations involving governance, policy development, or rate structures.
