Dennis Marsh supervises the Commonwealth of Pennsylvania's New Hire Reporting Program within the Department of Labor & Industry, as a Workforce Partner Agency (WPA) within the Commonwealth Workforce Development System (CWDS).
Some topics that will be discussed during the seminar will be:
A brief history of child support enforcement—its purpose (to alleviate childhood poverty), by having the noncustodial parent provide support to their dependent children, through wage garnishment
- Some summary statistics on children receiving support, in Pennsylvania and nationally
- How new hire reporting relates to this, how noncustodial parents who owe child support are found, and allowed uses of the new hire data in Pennsylvania
- The role employers have in the child support enforcement process, and how employers report their new hire data to the Program
- Details on new hire reporting methods allowed by law and preferred by the Program
- The results of new hire reporting—for both children (child support collections data), and employers (fraud detection and recovery in unemployment compensation and workers compensation programs)
