Summary of Borough of Hanover Council Meeting Held on Wednesday 8.26.26

The following are the highlights of the Borough of Hanover Council meeting held on August 26, 2026. Supporting documents for most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.

 

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

POLICE APPOINTMENT: Approval was granted to appoint Kelly Bartos as a Hanover Borough Police Officer; Mayor Hormel administered the Oath of Office.
 

SPECIAL EVENT PERMITS: Approval was granted for the following Special Event Permits:

  • 3rd Annual Snack Town Fall Fest on October 3, 2026
  • America250 | HANOVER Music in the Park on October 24, 2026
  • Trick or Treat Trail on October 31, 2026

 

TUITION REIMBURSEMENT: Approval was granted for a Tuition Reimbursement Request for Sergeant Joshua Brady in the amount of $872.10.

 

WATER SUPPLY AGREEMENTS: Approval was granted for the following Water Supply Agreements per Resolution No. 1447:

  • Aiello’s Rentals, LLC (118 Frederick Street) – Water Supply agreement in the amount of $48,000.00
  • Homewood at Hanover, PA, Inc. (a.k.a. “Homewood at Plum Creek”) – Expansion Project Water Supply Agreement in the amount of $250,000.00.

 

POLICE ELIGIBILITY LIST: Approval was granted to direct Civil Service in the following actions:

  • Vacate the previous hiring lists.
  • Create an eligibility list for hiring through the upcoming testing process with the Metropolitan York Police Testing Consortium.
  • Create an eligibility list for hiring through the upcoming lateral transfer/certified police officer testing process.

 

COMMUNITY MEETING ROOM AT 33 FREDERICK STREET: Approval was granted to authorize the execution of a contract with Lobar Associates, in the amount of $341,832.81 to be funded through the Local Share Account (LSA) Grant (Contract No. C000091546).

 

CHERRY TREE 5 PRELIMINARY SITE DEVELOPMENT: Approval was granted for the Preliminary Site Development Agreement for site improvements only.

 

WAREHOUSE GOURMET BISTRO & BREW PUB FINAL RELEASE OF PUBLIC IMPROVEMENTS SURETY: Approval was granted to authorize the full release of Public Improvement Surety in the amount of $664.40.

 

EAST HANOVER STREET CDBG SIDEWALK AND CURB IMPROVEMENT PROJECT: Approval was granted for Change Order No. 001 in the amount of $19,400.00 with Doug Lamb Construction, Inc., for additional sidewalk replacement area(s), to be funded by York County Community Development Block Grant (CDBG).

 

302 & 302 ½ THIRD STREET PRELIMINARY / FINAL SUBDIVISION PLAN: Approval was granted for Resolution No. 1476 for the Preliminary / Final Subdivision Plan of the David M. and Jane A. Ott / Dennis O and Diane M. Winand property located at 302 & 302 ½ Third Street as recommended by the Planning Commission.

 

PENNDOT REIMBURSEMENT AGREEMENT: Approval was granted for Resolution No. 1477 for the PennDOT Reimbursement Agreement for utility conflicts with the Eisenhower Drive Extension Project.

 

PUBLIC SAFETY BUILDING FIRING RANGE AT 44 FREDERICK STREET: Approval was granted for a contract with apparent low bidder, eciConstruction, LLC, in the amount of $615,400.00 to be funded through community donors subject to review and approval of all required contract documents by Borough staff.

 

RESOLUTIONS PERMITTING ALCOHOL USE AND SALES: Approval was granted for Resolution No. 1478 for use and sales of alcohol at a public parks for the Hanover Chili Cook Off on September 6, 2026 at Moul Field and for Resolution No. 1479 for use and sales of alcohol at a public park for the America250 | HANOVER Music in the Park event on October 24, 2026 at Good Field.

 

ANNOUNCEMENTS:

  • Public Safety Town Hall regarding the Residential Rental Registration Ordinance’s Inspection Amendment on Tuesday, September 1, 2026 at 6PM.
  • Hanover Chili Cook Off on Sunday, September 6, 2026 at Moul Field from 11AM to 5PM.
  • Hanover has been nominated for the Hallmark’s Merriest Christmas Towns Contest. Participants can vote daily at: https://merriestchristmastownscontest.hallmarkchannel.com/vote/14
  • Borough offices will be closed for Labor Day, Monday, September 7, 2026.
