Hanover, Pa., -- The following are the highlights of the Borough Council’s meeting held on November 25, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.

 

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

APPOINTMENT OF JOESEPH CAMPO: Approval was granted to appoint Joseph Campo to the position of Police Seargent, effective December 22, 2025.

ADVERTISEMENT OF 2026 BUDGET: Approval was granted to advertise the 2026 Budget for public inspection.

 

PRELIMINARY/FINAL SUBDIVISION PLAN CONDITIONAL APPROVAL: Approval was granted for Resolution No. 1451 for Preliminary / Final Subdivision Plan Conditional Approval for All Saints Episcopal Church, 890 McCosh Street, Hanover.

 

ADVERTISEMENT FOR PUBLIC HEARING AND ADOPTION OF THE PROPOSED ZONING ORDINANCE: Approval was granted to accept the recommended work product of the Planning Commission, comprised of their specific amendments to the Hanover Borough Zoning Ordinance and Zoning Map and to authorize the Solicitor and staff to collaborate to provide all required legal notices, postings and scheduling for a future public hearing.

 

RELEASE OF PERFORMANCE BOND: Approval was granted to release a performance bond in the amount of $21,524.45 for 460/470 High Street.

 

LOCAL SHARE ACCOUNT (LSA) GRANT APPLICATION: Approval was granted for Resolution No. 1452 to apply for an LSA Grant in the amount of up to $300,000 for the purchase and installation of a new emergency generator for the Public Safety Facility at 44 Frederick Street.

 

2026 MAIN STREET HANOVER ANNUAL ALLOCATION AND 2026 HANOVER ECONOMIC DEVELOPMENT CORPORATION ANNUAL ALLOCATION: Approval was granted for legal advertisement for ordinance designating $40,000 allocation for Main Street Hanover and $30,000 for Hanover Economic Development Corporation.

 

HANOVER AREA FIRE AND RESCUE COMMISSION: Council tabled a motion to provide notice of intent to withdraw from the Commission. Finance Director Shelton summarized a financial overview of the Hanover Area Fire and Rescue Commission proposed budget and how it could affect Hanover Borough taxpayers.
