Hanover, Pa. – The following are the highlights of the Borough Council’s meeting held on June 24, 2026. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.

 

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:

 

APPOINTMENT OF OFFICERS: Mayor Hormel swore in Nicholas Michael Carroll and Christopher Robert Rockel to the Hanover Borough Police Department.

 

PROCLAMATION OF PARKS AND RECREATION MONTH: Mayor Hormel presented a proclamation naming July as Parks and Recreation Month in Hanover as part of the National Park and Recreation Month which is celebrated each July.

 

SEWER CREDIT EXPENSES: Approval was granted for the following sewer credits:
            775 Broadway, May C. Gessel and Bonnie A. Burnett for $456.56
            343 North Franklin Street, Alexis Isern for $395.80

 

WATER SUPPLY SUSTAINABILITY POLICY: Approval was granted to execute a Water Supply Capacity Agreement, in accordance with Resolution No. 1447  of 2025, for “Wellspring Wesleyan Church” in Penn Township for two (2) single-family residential service connections.

 

AFSCME BLUE SIDE LETTER: Approval was granted to an AFSCME Blue Side Letter Agreement for Public Works Overtime Equalization.

 

SALARY RESOLUTION: Approval was granted for Resolution No. 1470 for an Amended Salary Resolution to add the position of Police Administrative Operations Manager.

 

404 – 408 SOUTH HIGH STREET: Approval was granted for Resolution No. 1471 for Preliminary / Final Subdivision Plan for 404 – 408 South High Street.

 

CHANGES TO CIVIL SERVICE RULES: Approval was granted for changes to Fire Department Civil Service Rules.

 

RESOLUTION FOR TAX CERTIFICATION FEES: Approval was granted for Resolution No. 1472 for Tax Certification Fees and Duplicate Bill Fees.

 

RECREATION BOARD APPOINTMENT: Approval was granted to appoint Dashiell Sears to the Recreation Board to fill an unfulfilled five-year term ending December 31, 2026.

 

COMMUNITY DEVELOPMENT BLOCK GRANT: Approval was granted to award the “2026 East Hanover Street Curb and Sidewalk Replacement Project” bid to apparent low bidder Doug Lamb Construction, Inc. in the amount of $242,711.80 conditioned upon the satisfactory review and acceptance of all supporting documents and forms by staff and the Borough Solicitor.
