SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING 10.22.2025
The following are the highlights of the Borough Council’s meeting held on October 22, 2025. Supporting documents on most items of Council business are available on the Borough website (www.HanoverBoroughPA.gov) under “Agendas and Minutes”.
BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
JUNIOR COUNCIL PERSON INDUCTION: Adelyn Stitt was sworn in as a Junior Council Person.
2026 MEETING SCHEDULE: Approval was granted to advertise the Proposed 2026 Meeting Schedule.
SPCA ANNUAL AGREEMENT: Approval was granted for the 2026 Animal Care and Housing Agreement with the York County SPCA.
HIGH POINTE DEVELOPMENT WATER SYSTEM EXTENSION – Approval was granted for the Performance Bond Release for the High Pointe Development Water System Extension conditioned upon the posting of an Appropriate Maintenance Bond.
YORK COUNTY STORMWATER CONSORTIUM: Approval was granted for Resolution No. 1448 for the Intergovernmental Cooperation Agreement Amendment.
STORMWATER MANAGEMENT FACILITY PERFORMANCE BOND RELEASE: Approval was granted for the Chick-fil-A, 340 Eisenhower Drive, Stormwater Management Facility Performance Bond Release.
WEIS MARKETS “GAS AND GO” TIME EXTENSION: Approval was granted for the Time Extension offer from Weis Markets, Inc. for “Gas and Go” Final Land Development Plan until March 2, 2026 in accordance with Section 508 of the Pennsylvania Municipalities Planning Code.
700 WILSON AVENUE SUBDIVISION PLAN: Approval was granted for Resolution No. 1449 for Preliminary / Final Add-On Lot Subdivision Plan for Steven D. Jr. and Melissa S. Luckenbaugh, 700 Wilson Avenue.
WILSON AVENUE SCHOOL ZONE REQUEST: Approval was granted to review the School District request for a School Zone on Wilson Avenue between Hanover High School and Washington Street Elementary School and to direct staff to investigate the viability of the School Zone.
CHANGE ORDERS FOR 44 FREDERICK: Approval was granted for Change Order #03 for ($59,784.00) for Masonry Veneer Cost Savings.
MISCELLANEOUS FEE RESOLUTION: Approval was granted for Resolution No. 1450 to amend the Miscellaneous Fee Schedule.
