Borough of Hanover Seeks Proposals for Municipal Parking Master Plan

HANOVER, PA — The Borough of Hanover, through its Department of Planning & Engineering, is seeking proposals from qualified Engineering, Landscaping and Planning firms to develop a comprehensive Master Plan for all Borough-owned surface parking lots. Proposals are due by October 9, 2026. 

 

The initiative is intended to reimagine the Borough’s collection of parking properties as a cohesive, highly functional, and recognizable municipal parking network. Rather than treating each parking lot as an individual property, the Master Plan will establish a unified approach to the design, appearance, functionality, and amenities of Borough-owned parking facilities. 

 

Conceptual Plan Development 

The selected consultant will develop a conceptual engineering and design plan for each Borough-owned parking lot. Plans will focus on optimizing several critical elements, including: 

  • Parking Capacity: Maximize usable parking spaces while maintaining safe turning radii and drive aisles. 
  • Stormwater Management: Incorporate modern stormwater best management practices (BMPs), such as permeable paving, bioswales, and underground detention, to help mitigate runoff. Results from SWMM models may be provided to identify problem areas and help illustrate the magnitude of flooding issues. 
  • Landscaping: Incorporate attractive, low-maintenance landscaping that helps reduce the urban heat island effect while maintaining safe sightlines and visibility. 
  • Security: Evaluate appropriate lighting levels, clear lines of sight, and potential locations for security camera infrastructure. 
  • Accessibility: Ensure parking facilities meet or exceed minimum ADA requirements for accessible routes, grading, and connections to adjacent sidewalks. 

 

Municipal Branding & Uniformity 

A major goal of the Master Plan is to establish a consistent identity across the Borough’s municipal parking network. Upgraded facilities will incorporate a unified design palette so residents and visitors can immediately recognize them as Borough of Hanover parking facilities. 

The conceptual plans will include standardized details, coordinated with the developing Safe Streets Action Plan, for: 

  • Wayfinding and directional signage 
  • Pavement markings and material palettes 
  • Lighting fixtures 
  • Site amenities, such as trash receptacles, benches, and ticketing kiosks
