The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. The position assists the Maintenance Manager in the supervision of Maintenance staff engaged in the repair, maintenance and cleaning of all vehicles of the authority and other mechanical equipment. Inspects work in progress and upon completion, ensures that it meets required maintenance standards. Enters and retrieves maintenance data from an automated Equipment Management Information System, estimate material required by employees and join together the requisition of materials and supplies with the Maintenance Clerk. Directs and builds the Authority's employment image by practicing good employee relations and ensuring policies/ procedures are documented, comply with Collective Bargaining Agreement (CBA) and local, state, and federal laws and regulations, and are enforced consistently.
Key/Reporting Relationship/Direct Reports:
This position reports to the Maintenance Manager. This position receives broad guidelines and sets priorities for self and staff. The Maintenance staff reports to this position.
Some of the Essential Duties and Responsibilities:
Achieves the Authority's mission by following through with objectives and priorities set forth by the Maintenance Manager regarding maintenance functions that are aligned with the mission; gaining insight and suggestions of maintenance from subordinates, staff and other stakeholders; and monitors, analyzes and recommends changes to the Maintenance Manager.
Serves the customer by assisting and maintaining a strong preventative maintenance program. Champions maintenance policies and procedures that promote and ensure quality service, on-time schedules, safety, etc. Provide vehicle maintenance that exceeds FTA requirements.
Meets market needs and operating efficiency by planning staffing needs, ensuring proper scheduling, monitoring overtime, and monitoring and evaluating maintenance operations. Monitors maintenance staff to ensure they are consistent with CBA and SRTA policy.
Ensures staff carries out tasks and mission by providing leadership, goal setting, coaching, evaluation, team building, and problem resolution.
Accomplishes staff results by communicating job expectations; ensuring staff complies with all SRTA safety requirements, appraising job results, ensuring staff's performance evaluations are tied to established goals; coaching, counseling, and making recommendations of discipline for all maintenance staff; and enforcing consistency, policies and procedures.
Ensures good employee relations and CBA/legal compliance by listening for input from others; seeking mutual understanding on problems involving collaboration and keeping subordinates advised of critical issues.
Performs inspections of completed tasks to ensure quality of repairs and suitability of vehicle for return to service. Ensures vehicle cleanliness meets the Authority standards.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide high quality service.
Contributes to the team by training assigned employees. Offers suggestions to improve processes.
Will support the implementation, routine, and day-to-day functions of the SRTA Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP).
Preserves historical reference by establishing and maintaining a record-keeping system, documenting procedures and decisions, maintaining required documentation, and ensuring delivery of documents as necessary. Compiles and maintains a procedure system and organized office to ensure continuity of position.
Maintains cooperative relationships with coworkers and management by communicating necessary information, responding to requests, building rapport, and participating in problem solving methods.
Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need-to-know basis; ensuring high ethical standards; and upholding the organization's reputation in the community.
Prepares reports by collecting, analyzing, and summarizing maintenance information and trends. Ensures all reporting required by maintenance staff is done accurately and in a timely manner.
Ensures communication and positive image of the Authority by reviewing critical incidents, exceptions to policy and/or goal achievement with Maintenance Manager.
Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical information needed to ensure smooth operations.
Demonstrated effective housekeeping practices Understands the importance of maintaining clean, organized, and clutter-free workspaces. Recognizes that good housekeeping is essential not only for efficiency but also for promoting a safe work environment.
Maintains professional and technical knowledge by attending educational classes/workshops; reviewing professional publications; establishing personal networks; and participating in relevant professional societies.
Additional Tasks: Contributes to SRTA team effort by performing other assigned duties as needed.

Some of the Essential knowledge, skills, abilities and experience:

- HS degree or equivalent required. Prefer Associate's degree or graduate of a trade school with training in heavy-duty fleet vehicle maintenance.
- Minimum of two years progressive experience in the direct supervision of a diverse fleet maintenance workforce and demonstrated ability to lead and manage staff.
- Ability to be curious and learn from asking questions and listening to others.
- Strong computer and Microsoft applications software proficiency.
- Good working knowledge of English, grammar, punctuation, spelling, style, etc. with the ability to read and write reports, policies, and procedures.
- Ability to analyze and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.
- Ability to visualize creative initiatives and make decisions to ensure optimal resource use, minimize total costs, and maximize value to the customer.
- Ability to solve problems and deal with a variety of changing situations in a timely manner.
- Ability to prioritize tasks, to be detail oriented, organized, accurate, and meet deadlines.
- Ability to maintain compliance with the Health Insurance Portability and Accountability Act (HIPAA).

- Ability to travel for meetings, divisional offices, training purposes or other organizational needs with occasional overnight requirements.
- Work hours may include a nonstandard workweek, overtime, various shifts and weekend work.
Certificates and Licenses Required:
- Must possess valid class "B" Commercial Driver's License (CDL) with a passenger endorsement and air brake restriction lifted operator's license that is not under suspension or revocation. (Must obtain within first year of employment if does not have.)
- Must possess a valid DOT medical card.
- This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
- Must possess a minimum Class 7 Pennsylvania State Motor Vehicle Inspection License. (Must obtain within first year of employment if does not have.)
