Role in organization:

The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. The Grants and Procurement Manager is responsible and held accountable for the Authority's capital budget, grants management and procurement management functions and assists the Chief Financial Officer and Controller in auditing, financial analysis and financial reporting activities. Serves as Disadvantaged Business Enterprise (DBE) Officer.

Key/Reporting Relationship/Direct Reports:

This position reports to the Chief Financial Officer. This position receives broad guidelines and sets priorities for self and staff. The Procurement Analyst reports to this position.

 

Essential Duties and Responsibilities:

Supports the Chief Financial Officer's efforts related to long-term capital planning and budgeting in alignment with the Authority's strategic plan. Assists in the development, monitoring and reporting of the annual capital budget. 

Develops project level budgets for proposed, approved and on-going capital projects. 

Assists in the development and execution of policies, procedures and controls to ensure efficient and effective financial activities related to both grant and procurement, operations and projects. 

Assists the CFO in the design, evaluation and improvement of grant management, capital budget and interfacing procurement functions and associated information systems. 

Coordinates with the Controller with the accounting activities associated with the execution of grants and procurements, and on all related audits performed both by the Authority's independent accounting firm and by the external granting entities. 

Monitors and prepares capital budget reports on a monthly and annual basis for individual capital projects to support Authority management staff. 

Oversees the Authority's daily grant management activities ensuring accurate record keeping of grant receipts and expenditures. 

Ensures compliance with federal, state and local procurement laws, regulations and contractual provisions as it relates to grants, purchasing activity and measurements. 

Administers the Disadvantaged Business Enterprises (DBE) Program including, but not limited to, program outreach, goals and required reporting. 

Designs, oversees and uses standard procurement documents such as RFPs, contracts, and purchase orders.

Establishes and maintains RFB bid standards and prepares procurement documents to publicly solicit bids.

Conducts the evaluation of proposals, offers and bids. 

Assures all invoices are audited for compliance with contract terms and supervises contract closeout. 

Monitors and reviews procurement related system's reports for accuracy and completeness. 

Contributes to the team by training assigned employees.

Will support the implementation, routine, and day-to-day functions of the SRTA Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP).

Preserves historical reference by establishing and maintaining a record-keeping system, documenting procedures and decisions, maintaining required documentation, and ensuring delivery of documents as necessary. Compiles and maintains a procedure system and organized office to ensure continuity of position. 

Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards; fosters a spirit of respect, trust and cooperation; using good customer service skills with both internal and external customers; and upholding the organization's reputation in the community.

Ensures communication and positive image of Authority by reviewing critical incidents, exceptions to policy and/or goal achievement with Supervisor. 

Maintains cooperative relationship with coworkers and management bycommunicating necessary information, responding to requests, building rapport; and participating in problem solving methods.

Contributes to effective communications within the organization byestablishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical information needed to ensure smooth operations. 

Maintains professional and technical knowledge/skills by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies and using the performance appraisal system to assess personal strengths and development needs to accomplish the strategic goals of the organization.

Additional Tasks: Contributes to SRTA team effort by performing other assigned duties as needed.

Essential knowledge, skills, abilities and experience:

  • Bachelor's degree in Business Administration plus seven to twelve years of progressively responsible experience in financial management plus three years of grant management experience;
  • Knowledge of grant related software such as ECHO, TRAM, NTD & Intelligrants. 
  • Knowledge of Sage 100, ERP and Vivid Reports a plus. 
  • Ability to maintain confidentiality.
  • Ability to maintain compliance with the Health Insurance Portability and Accountability Act (HIPAA).
  • Ability to operate communication and other designated automated equipment.
  • Ability to manage one's own time and to follow a schedule to meet deadlines.
  • Ability to actively listen, communicate effectively and follow oral and written instructions that are given in English. Ability to complete records. Ability to work with diverse customers.
  • Ability to represent the Authority in a professional and positive manner at all times. 
  • Ability to travel for meetings, training purposes or other organizational needs.
  • Work hours may include a nonstandard workweek, overtime, various shifts and weekend work. 
  • Must meet hiring qualifications of an acceptable driving record and background verification in accordance with SRTA standards. 
  • Must have regular attendance and punctuality.
 

Certificates and Licenses Required: 

  • Must possess valid motor vehicle operator's license that is not under suspension or revocation, and possess current automobile insurance coverage.
